The agreement of objectives should be one of the very first activities undertaken by the exercise director planning team. Any exercise that does not have a clear and agreed set of objectives has a very high risk of failing to meet intended outcomes and should not form part of the exercise. To be successful, every type of exercise requires a well-defined, robust planning process.
